The rope will keep the dock around when the lake rises in April and May. All that dry land and the islands are under water during the late spring and summer. Uninitiated motor boaters often come to grief here.
With ground like that probably not that far below the high water mark levels of the lake, I can see why they'd get problems, particularly if their boats ride low in the water...
