Here's a nice little article from the Oneida newspaper last year about the owning family and the interesting history of this very popular spot. 

We used to joke that they could use the same box for a wedding dress or a pizza.

Belvedere

Based upon this blog article, I name this a belvedere, built to take in the view, on a simple Italianate home (at least it is otherwise unadorned today) on the outskirts of Syracuse.

Cupola seems to be a generic term for all sorts of roof top adornments. A widow's walk is usually an open fenced platform, and usually found near the sea.
