NYC: Alexander Hamilton U.S. Custom House

The Smithsonian's New York City branch of the National Museum of the American Indian is housed in the Alexander Hamilton U.S. Custom House on Bowling Green. The building was designed by Cass Gilbert. There is much ornamentation including these heads along the east side.
An online description of the building reads, "above the main-floor windows are sculpted heads symbolizing the races of humanity."  Races?
